Hong Kong Amateur Radio Transmitting Society (HARTS)
香港業餘電台聯會(HARTS)為一個業餘無線電通訊愛好者組織，是國際業餘無線電聯盟在香港的唯一屬會，於1929年成立，已超過九十年的歷史。目前會冊上有超過1000個會員紀錄，活躍會員約520人，會員人數增長中。絕大部份會員為業餘無線電台持牌人。
本會一直致力推廣業餘無線電活動，架設及維護位於大帽山、大老山、太平山、天水圍及西貢之業餘無線電中繼站、訊標等設備，為業餘無線電台提供服務。同時，本會代表香港業餘無線電界發表意見及維護其權益，與香港政府通訊事務管理局以至香港境外業餘無線電代表團體建立並維持雙邊關係。
本會積極參與國際業餘無線電事務，例如出席國際業餘無線電聯盟會議，亦和鄰近地區之組織如中國無線電運動協會及澳門業餘無線電協會等有緊密的聯系和合作。本會亦積極推廣業餘無線電活動。例如協助國際業餘無線電聯盟 IARU 在亞洲電訊2000, 2002, ITU 2006 國際電信展 及 2012年中國業餘無線電節, 設立推廣業餘無線電活動的展覽攤位；亦在近年之“國際童軍通訊日”提供支援及協助。
過去十多年，本會組織和訓練業餘無線電通訊員，在香港不同的慈善或非牟利團體的籌款活動上提供有效的通訊網絡支援，以確保參加者和工作人員的安全。每年各大慈善團體的行山比賽和競跑活動均為我們的服務對象。
我們相信，有關的活動可以訓練業餘無線電通訊員的通訊技術和應變技巧，更重要的是藉著參與慈善活動，我們可以把業餘無線電這一嗜好推廣給香港市民，使其得以普及。
2005年底，本會成立香港第一隊應急通訊(ARES)小組，時刻侯命，旨在災難時為香港提供緊急通訊網絡，以協助拯救人命及財產安全，進一步實踐業餘無線電台回報社會的本份。
得到各位的支持 , 本會於2008年1月22日起已獲香港稅務局根據〈稅務條例〉第88條批核為豁免繳稅的慈善團體(IRD File No: 91/8613), 本會嶨2007年起多次獲香港政府社會福利署頒發年度義務工作嘉許金狀。本會獲香港社會服務聯會頒發 "同心展關懷" 標誌 。
在2010年5月11日的非常務會員大會, 以及2010年12月14日的週年會員大會上, 經出席會員投票通過後, 香港業餘電台聯會(HARTS)執委會展開工作, 以求成立香港業餘電台聯會擔保有限公司, 讓香港業餘電台聯會擁有法定身份與相關政府部門簽訂文件及爭取資源以發展業餘無線電。在香港, 一般成立擔保公司之目的, 包括擴展教育, 培訓, 扶貧, 環境保護等。大部份之擔保公司均為非牟利團體。 經過長達近兩年的努力, 我們很高興香港業餘電台聯會有限公司在2012年3月22日正式在公司註冊處登記成立, 公司類別為無股本的擔保有限公司。
隨後在2012年4月27日, 稅務局正式確認香港業餘電台聯會有限公司是根據《稅務條例》第88條獲豁免繳稅的慈善機構。 在這個過程中, 香港業餘電台聯會非牟利的性質, 推動香港業餘無線電活動的目標, 會員的會籍, 執委會的工作以至運作的模式都沒有改變。
透過新的身份, 香港業餘電台聯會有限公司將更進一步地繼續透過無線電技術積極參與社會服務, 以符合電訊條例的方式在香港各階層推廣業餘無線電 。分別於2014年及2024年開始測試及使用DMR及D-Star數碼話音通訊。
香港業餘電台聯會經多年向地政總署爭取用地以發展業餘無線電通訊服務，以進行訓練、物資調動、會議統籌、維修測試器材等工作。我們終於在2014年10月初獲當局以短期租約及象徵式租金批出九龍油塘茶果嶺道近東隧口的一幅政府土地建立本會無線電通訊支援服務中心 (Communication Support Services Centre)。由於工程費用龐大，本會會籌集善款及相關物資捐贈以完成建立中心的工程項目。

Our Mission
Promote amateur radio activities in Hong Kong.
Operate and maintain repeater stations and beacons at locations including Tai Mo Shan, Tate’s Cairn, Victoria Peak, Tin Shui Wai, and Sai Kung.
Represent Hong Kong’s amateur radio community in discussions with the Communications Authority and international Amateur Radio Union.
International Engagement
Active participation in IARU conferences.
Close cooperation with neighboring organizations such as the Chinese Radio Amateur Club.
Support for major events:
IARU exhibitions at Asia Telecom (2000, 2002), ITU Telecom (2006), and China Amateur Radio Festival (2012).
Provide support during Jamboree on the Air (JOTA) for Scouts.
Community Service
For over a decade, HARTS has:
Trained amateur radio operators to provide communication support at charity fundraising events.
Supported safety at major hiking and running competitions.
Promoted amateur radio to the public through participation in community service.
Emergency Communications(ARES)
In 2005, HARTS established Hong Kong’s first Amateur Radio Emergency Service (ARES) team.
Ready to provide emergency communication networks during disasters to protect lives and property.
Recognition & Legal Status
Approved as a tax‑exempt charity under Section 88 of the Inland Revenue Ordinance (IRD File No: 91/8613) since 2008.
Multiple awards from the Social Welfare Department and the Hong Kong Council of Social Service.
Incorporated as HARTS Limited, a non‑profit company limited by guarantee, on 22 March 2012.
Confirmed as a tax‑exempt charity in April 2012.
Advancing Technology
Introduced DMR and D‑Star digital voice communications in 2014 and 2024.
Continues to expand amateur radio technology in Hong Kong.
Communication Support Services Centre
After years of effort, HARTS secured government land near the Eastern Harbour Tunnel in Yau Tong, Kowloon.
In October 2014, we established the Communication Support Services Centre under a short‑term lease.
The centre supports training, equipment testing, logistics, and meetings.
Funded through donations and community support.
